Supporting New York City’s Watershed Land Acquisition Program

The New York City Department of Environmental Protection (NYC DEP) Bureau of Water Supply operates the Watershed Land Acquisition Program (LAP). Under LAP, the City acquires environmentally critical lands in the New York City watershed to protect the quality of the City’s water supply system.

Under a term contract first initiated in 2011, LaBella supported DEP by conducting Environmental Site Assessments (ESAs) for properties across Delaware, Dutchess, Greene, Putnam, Sullivan, and Ulster Counties. With a record of consistently high scores on reviews, the NYC DEP awarded LaBella a second multi-year term contract in 2016, followed by a third term contract in 2023, each for $700,000 in assignments.

During this time of continuous service, LaBella has conducted over 250 Phase I ESAs, more than 25 Phase II investigations, and over 25 pre-demolition hazardous building materials surveys for asbestos and lead paint as well as ground penetrating radar surveys and structural inspections.

Properties range from undeveloped lots larger than 400 acres in size to developed lots (hotels, gas station, auto repair, residential, etc.) less than one-acre in size that were damaged by flood waters during Hurricane Irene and are part of the NYC DEP Flood Buyout Program.
