LaBella Associates Appoints Ed Larkin to Eastern Regional Manager as Industry Veteran Stu Mesinger Approaches Retirement

LaBella Associates, an international architecture, engineering, environmental, and planning firm, is pleased to announce that Ed Larkin, PE, has been appointed to the role of Eastern Regional Manager, coordinating with a team of 500+ staff across nine offices. Ed succeeds Stuart Mesinger, AICP, who will retire this summer after an esteemed planning career of more than 40 years.

Ed joined LaBella through the Chazen Engineering acquisition five years ago, bringing more than two decades of engineering experience to the firm. Most recently, he served as Regional Manager of Buildings Engineering for the Eastern Region, leading a team of 50+ professionals in providing full-service buildings engineering, code services, and construction management. To date, his notable project contributions at LaBella include the Port of Albany Offshore Wind Project, the Mohawk Harbor Event Center, and the Mt. Van Hoevenberg Combo Track Modernization Project.

“Under Stu’s leadership, the Eastern Region has grown in both size and strategic importance to LaBella,” said Jeff Roloson, President, LaBella Associates. “Ed’s exceptional leadership in business development, client relations, and operations made him a natural successor who is armed with the skills and vision necessary to continue to drive success.”

Stu began his career as a town and county planner in Upstate New York and joined Chazen, LaBella’s partner company, in 1998 where he quickly rose through the ranks. He played a key role in founding and managing LaBella’s Glens Falls office and later led the planning and land development divisions. Since becoming LaBella’s Eastern Regional Manager in 2020, he has provided expert planning guidance to more than 20 municipalities and has authored over 30 municipal comprehensive plans, recreation plans, and zoning ordinances. Notable projects under Stu’s leadership include the redevelopment of Hudson River Psychiatric Center in Poughkeepsie, the redevelopment of Hutton Brickyard in Kingston, the Tech Meadows Industrial Park in Glens Falls, and development oversight for GlobalFoundries Chip Plant in Malta.

“Stu’s strategic insight, direct communication style, and ability to foster teamwork have been instrumental in shaping LaBella’s Eastern Region. We are grateful for his many contributions and valuable leadership,” continued Roloson.
