
LaBella’s Senior Civil Engineer Jennifer Vaughn, EIT, will be speaking at the 2025 Empire State Greenways Conference, held October 15–17, 2025, in historic Kingston, New York. Organized by Parks & Trails New York, the event connects state and local government officials, trails planners, trail advocates, and other stakeholders dedicated to advancing New York’s greenway network.
On Thursday, October 16, at 10:15 a.m., Jennifer will participate in a panel discussion titled “Growing NY’s Greenway Network—Perspectives From the Field.” The session will share lessons learned from two major greenway initiatives in New York State: the Beacon-Hopewell Rail feasibility study and the Chemung River Greenway project.
The discussion will begin with the Beacon-Hopewell Rail Trail feasibility study, highlighting design challenges, environmental considerations, and community outreach efforts. It will then shift to the Chemung River Greenway project, exploring collaborative planning, strategies for overcoming regional barriers, and the advancement of a 53-mile multi-use trail from concept to implementation. The session will conclude with a Q&A, giving attendees practical takeaways and insights they can apply to their own projects.
Jennifer will be joined by fellow panelists Emily Dozier, Senior Planner at Dutchess County Transportation Council, and Kamala Keeley, President of Three Rivers Development Corporation. The discussion will be moderated by Karl Beard, Retired Trail Planner at the National Park Service Rivers & Trails Conservation Assistance Program.
