LaBella’s Principal Environmental Analyst Kathy Spencer, CEP, will be presenting “Environmental Representation of Municipalities During the 94-c Process and Construction of Wind and Solar Energy Projects” at the Adirondack North Country Association’s (ANCA) 2023 Clean Energy Conference being held June 1-2, 2023 in Utica, New York.

With over 30 years of experience in environmental analysis and compliance, Kathy is regarded as an expert in the field of renewable energy systems and a mentor to many that have followed in her footsteps. Having reviewed numerous Section 94-c and Article 10 Wind and Solar Energy Applications and SEQR Environmental Impact Statements for a wide range of community and private development projects, she has advanced knowledge of environmental issues of concern regarding utility-scale renewable energy projects. Kathy has significant insight into how competing interests intersect and the balance to be struck between potential negative and positive impacts for overall community well-being.
