From Pavement to Pedestrians: Improving Urban Mobility on State Street for All Users

LaBella provided transportation engineering services for the reconstruction of State Street, spanning from Basin Street to the Inner Loop in the City of Rochester, New York. This principal arterial, which sees annual average daily traffic of 18,000 vehicles, is one of the most heavily traveled roadways within the City’s downtown business core.

Funded through federal aid and following New York State Department of Transportation (NYSDOT) Locally Administered Federal Aid procedures, the project involved involved evaluating and reconstructing a 0.3-mile stretch of the roadway. Originally built in 1894, the street required comprehensive upgrades to restore its pavement structure and enhance its complete street elements. These improvements aimed to provide appropriate and modern accommodations for bicyclists, pedestrians, and parking, creating a safe and accessible environment for all users.

Design features included:

  • Full roadway and sidewalk reconstruction

  • Recessed parking via “bump-outs” based on a parking study
  • Complete signalized intersection design to provide safe crossings for vehicles, bicyclists, and pedestrians
