When Micron Technology, Inc., announced a $100 billion investment to build a new semiconductor manufacturing facility in Clay, NY, the Town anticipated a momentous transformation. Drawing inspiration from communities such as the Research Triangle in North Carolina, LaBella anticipates the need to strategically plan for housing, infrastructure, transportation, amenities, parks, healthcare facilities, retailers, and new office and industrial sites.

Land Use Study Provides Direction for Future Development

LaBella’s planners were pivotal in assisting the Town of Clay through its land use study, which outlines a vision for future development over the next 10 to 15 years. The study’s primary focus is to accommodate anticipated growth while leveraging it to cultivate a strong sense of place and community identity.

The plan recommends promoting higher-density, low- to medium-rise construction, complemented by sidewalks, trails, and community centers within walking distance of new residential areas. LaBella’s recommendations focus on the creation of three key town centers, envisioned as vital hubs for commerce, community activities, and public services.

By strategically planning improvements in these areas, the study aims to ensure that the Town becomes more vibrant, walkable, and connected—fostering economic growth and creating spaces that encourage social interaction.

The goal is to realize these benefits by updating zoning and development regulations, allowing the Town to shape future growth over the next 10 to 15 years.
