
LaBella’s Senior Project Geologist Robert Bailey, PG, and Senior Regulatory Engineer Phil Davis, PE, will serve as moderators at the 10th Annual Environmental Professionals Conference, taking place on Thursday, February 26, 2026, in Pelham, Alabama.
As lead moderator for the conference, Robert will deliver opening remarks, introduce session moderators, and guide the program throughout the day to ensure sessions remain on schedule and aligned with the conference agenda.
At 1:30 p.m., Phil will moderate a session titled “State of Alabama Regulatory Update and Report from ADEM,” which will feature senior program managers from the Air, Land, and Water Divisions of the Alabama Department of Environmental Management (ADEM). The panel will provide updates on recent and upcoming rulemaking efforts, compliance and permitting initiatives, legislative impacts on ADEM programs and budgets, and United States Environmental Protection Agency issues affecting the primacy of ADEM’s regulatory programs.

The 10th Annual Environmental Professionals Conference is jointly hosted by the Birmingham Environmental Professionals Association, North Alabama Environmental Professionals Association, and the Middle Tennessee Environmental Professionals Association, and provides a forum for regional environmental professionals to share knowledge and best practices.
