
LaBella’s Senior Transportation Planner Scott Sopczyk and Transportation Planner Sadie Kratt will be speaking at the 2025 Annual Conference & Expo, hosted by the New York Public Transit Association (NYPTA), taking place October 27–29, 2025, in Saratoga Springs, New York. As New York State’s largest gathering of transit professionals, the event brings together public transportation managers, operators, and decision-makers to explore the latest innovations and industry developments.
On Tuesday, October 28th, at 10:45 a.m., Scott and Sadie will present “The Development of a Clean Mobility Plan to Help Address Unmet Mobility Needs of Residents of the City of Rensselaer, NY” alongside Thomas Hulihan, Director of Planning & Development for the City of Rensselaer, and Michelle Williams, Director of Planning at the Capital District Transportation Authority (CDTA).
After receiving a NYSERDA Clean Mobility planning grant, the City of Rensselaer partnered with LaBella to develop a Clean Mobility Plan focused on addressing transportation gaps—particularly for seniors and residents without reliable access to grocery stores. The plan proposes small-scale, 100% electric mobility solutions such as EV-based micro-transit, car-share, and e-bikes, and involves collaboration with CDTA and Rensselaer County as potential operators and project partners. Presenters will share insights from the planning process, discuss operational and policy challenges, and outline strategies for sustainable implementation through partnerships and funding.
