The session will examine changes to New York State’s Freshwater Wetlands Law and how the new Article 24 regulations may impact real estate development projects and local permitting processes.

- Feb 13 at 1:30 p.m. | Wendy Talarico, LEED AP, NYS CEO, will present “A Quick Look at the Sweeping Changes to the New 2025 NYS Energy Code.” This session will explore the newly adopted New York State energy code, highlighting changes to fossil fuel use, insulation, thermal bridging, HVAC efficiency, and lighting controls, with a focus on what these changes mean for projects across New York City and New York State.

- Feb 16 at 3:35 p.m. | Ed Flynn, AICP, will present “Leveraging the Largest Investment in WNY’s History—Master Planning for a Year-Round Bills Stadium Area District” alongside staff from the Town of Orchard Park. The session will discuss how the Town is leveraging the new Buffalo Bills stadium project to create a year-round, mixed-use district through zoning, design, and regulatory changes.

- Feb 26 | Robert Bailey, PG, will serve as lead moderator for the conference. In this role, he will deliver opening remarks, introduce session moderators, and help guide the program throughout the day to ensure sessions remain on schedule and aligned with the conference agenda.
- Feb 26 at 1:30 p.m. | Phil Davis, PE, will moderate a session titled “State of Alabama Regulatory Update and Report from ADEM.” Senior program managers from the Air, Land, and Water Divisions of the Alabama Department of Environmental Management (ADEM) will provide updates on rulemaking efforts, compliance and permitting initiatives, legislative impacts on ADEM programs and budgets, and US EPA issues affecting the primacy of ADEM’s regulatory programs.
