
LaBella is proud to congratulate Oliver Sugarman, PE, on passing the Professional Engineer (PE) exam and earning his professional engineering license.
Oliver joined LaBella in early 2023 and quickly established himself as a key member of our Water/Wastewater team. He has been instrumental in several major projects in New York State, including Phase 1B of the City of Hornell Water Pollution Control Plant, the Village of Attica Water Treatment Plant, and the Village of Fredonia Water System Improvements. His work on these projects has spanned nearly every stage of the process—from planning, technical writing, funding applications, and environmental reviews to detailed design and construction oversight.
Oliver has also contributed to the development and administration of industrial wastewater pretreatment programs for several municipalities, including the City of Hornell and the Town of Erwin in New York, and the Town of Lawrenceville, Virginia.
