King David Convenience Center
LaBella is currently under contract with Anderson County to provide professional engineering services related to the expansion of the existing King David Convenience Center. This expansion project includes permitting for the conceptual layout approved by the County, developing design calculations and drawings, construction permit applications, and developing an opinion of construction cost.
Specific changes to the facility design include:
- A new concrete pad for two new compactors
- A new concrete pad for pre-crusher location
- Demolition of the existing concrete pad and construction of a new concrete pad for the existing compactors
- Revisions to the site stormwater control and conveyance system
- New asphalt and concrete pavement design
- Installation of a 12-foot-by-18-foot pre-engineered building
- Retaining wall design
- Relocating power to compactor locations
Bid phase services involve preparing the contract documents, technical specifications, and construction plans; assisting Anderson County in advertising the project to potential bidders; holding a pre-bid meeting; responding to bidders’ questions; assisting the County in evaluating the bids received; and making a recommendation for the contract award.
Construction phase services include construction administration and construction quality assurance services during the construction phase. The project also involves locating existing underground utilities and amending the Comprehensive Stormwater Pollution Prevention Plan (C-SWPPP) for the site.

Parker Bowie Convenience Center
We are currently providing solid waste engineering services to Anderson County for the redevelopment of the Parker Bowie Convenience Center. This project involves demolishing the old convenience center and constructing a new, larger center that meets the County’s growing population.
This project includes a topographic survey, a conceptual layout, a foundation and septic study to construct an on-site wastewater system, design calculations and drawings, construction permit applications, developing a construction cost estimate, bid phase services, and construction administration and construction quality assurance services.
The facility design, calculations, and drawings for this project include the following components:
- Prefabricated office building with restroom(s)
- Demolition of existing structures
- Updated site stormwater control and conveyance system
- Asphalt and concrete pavement design
- Retaining wall design
- Compactors leachate collection system
- Relocating power to compactors and office
- Water system connection to the municipal water service and distribution to the new office and restroom(s) and hose-bibbs

Grand Opening
The redeveloped Parker Bowie Convenience Center officially opened in April 2023!
One unique aspect of this project is that this new, larger convenience center is a modern redevelopment of the last legacy convenience center (i.e., convenience centers build in the 1970s and 1980s) in Anderson County, South Carolina. Furthermore, this redevelopment is in line with the County’s goal of developing and implementing convenient access to waste disposal and recycling drop-off for County residents.
