Stewartsville Convenience Center
LaBella provided comprehensive engineering services for the successful development of the new Stewartsville Convenience Center in Vinton, VA. Located at the intersection of SR 24 and SR 886, the 1.25-acre greenfield site was transformed to include a 250-foot-long cantilevered concrete retaining wall, paved driveways, parking, and waste/recycling infrastructure.
Our team led the project from concept through construction, delivering design and permitting, environmental assessments, geotechnical testing, utility and stormwater design, and structural solutions for waste compactors and containers. Challenging site conditions, including poor soils and perched water, required innovative stormwater management strategies, such as bioretention BMPs and culverts.
LaBella also handled permitting, erosion and sediment control, SWPPP development, bid support, and construction oversight. The project was completed on time and within budget, in close coordination with Bedford County.

Thaxton Convenience Center
LaBella provided full-service engineering support for the successful development of the 28,000 sq. ft. Thaxton Convenience Center in Bedford County, VA. From concept through construction, our team managed design, permitting, bidding, and construction quality assurance for the new greenfield facility.
Services included site grading, structural design for waste and recycling infrastructure, utility design (stormwater, electrical, water/wastewater), and roadway and pavement planning. We also completed a Phase I environmental site assessment, geotechnical testing, and subsurface utility exploration.
Challenging soil conditions—primarily clay and silt with perched water—required innovative stormwater management solutions. Working closely with the County, we implemented bioretention BMPs and culverts to effectively reduce and treat runoff.
LaBella also secured necessary permits, developed erosion and sediment control plans, prepared construction drawings and specs, and provided bid and construction phase services. The project was delivered on time and within budget.
