Wayne County EMS Stations

Wayne County Brings EMS Services to the Community

After a study found slow response times to emergency calls and a decline in volunteer services, Wayne County chose to provide and run their own full EMS service. Specifically, the new system would use four EMS stations located strategically throughout the County to augment other ambulance services, improve emergency response times, and ultimately save lives.

Wayne County retained LaBella Associates to provide full architectural and engineering services for the design and construction of four EMS stations: Lyons (headquarters) (completed fall 2024), Rose (summer 2025), Sodus (fall 2025), and Walworth (fall 2025), each serving their own quadrants of the county. Together, the four EMS stations respond holistically and quickly to emergency calls throughout the county.

LaBella supported the EMS station projects from conceptual design through construction administration. A needs assessment and user group interviews were conducted, followed by programming and planning based on the information and feedback gathered. Services provided include site/civil engineering, structural engineering, architectural and interior design, mechanical, electrical, and plumbing engineering, and fire protection engineering. Survey, subsurface investigations, environmental services, and SEQRA assistance were also provided.

A Cohesive Aesthetic

The four EMS stations are connected by strong branding.

Each facility was designed with a similar layout, including apparatus bays, a main living quarters, lockers, exercise room, wash, toilet and shower facilities, quiet room, open-space-concept kitchen and lounge, administrative offices, and charting work area.

The building materials are mirrored across all four sites, with fiber-cement clapboard siding and trim above a masonry water table, gable roofs with decorative wood bracket eave, and overhang supports reminiscent of craftsman style architecture on the exterior. Interior spaces feature masonry bearing walls, cold form metal framing, and wood truss roof construction.

Construction in Parallel

The Rose, Sodus, and Walworth Substation projects were delivered through a traditional design, bid, build contract approach with the construction work awarded in five prime contracts. The three facilities were bid as a single, multiple-prime competitive bid package to take advantage of purchasing and construction efficiencies, particularly since the buildings are near replicas of one another. All three sites were progressed simultaneously with an aggressive schedule of 18 months from design to construction.
