Landfill Permitting & Design
In 2019, LaBella prepared the Demonstration of Need and Demonstration of Consistency permits for the Class II landfill expansion and, as part of this process, developed expansion concepts for the County. Area 1 (24.5 acres) provided an estimated capacity of 1.5 Mm cubic yards (cy). Area 2 (56 acres) provided an estimated capacity of 5.6 Mm cy. Area 3 (24.5 acres), which was a piggyback concept between and over Areas 1 and 2, provided an additional estimated capacity of 6.1 Mm cy. The wetlands delineation required for the expansion permitting was completed by our teaming partner, Palmetto Environmental Consulting, Inc.
Compliance
LaBella provided groundwater, surface water, and landfill gas monitoring and reporting services, as well as residential well sampling services. We also installed groundwater monitoring wells and gas probes.
LaBella provided semiannual sampling and reporting for the compliance network consisting of 38 monitoring wells, two drinking water wells, and three surface water points. We also prepared the annual IRER associated with ten monitoring wells, which were also part of a corrective action monitoring network that evaluated the effectiveness of Monitored Natural Attenuation.
LaBella also provided annual landfill gas monitoring and reporting of 19 boundary probes, 27 gas vents, and four structures.
Active Groundwater Remediation System
After 2013, groundwater protection standard exceedances occurred in an area adjacent to the Travis Acres subdivision in York County. LaBella collaborated with the County and the South Carolina Department of Environmental Services (SCDES) to develop a remedial strategy addressing the resulting impacts.
As required by SCDES, we prepared a Groundwater Assessment Plan (GAP) to delineate the extent of the groundwater impacts. The GAP included installing and sampling delineation wells, performing geophysical logging of delineation wells installed into bedrock, and collecting samples from 43 residential wells. The results indicated that groundwater impacts extended into bedrock and to four residential wells. LaBella installed carbon filter treatment systems on the impacted residential water supplies and developed a Residential Sampling program that included quarterly monitoring of residential wells closest to the impacted groundwater.
LaBella prepared an Assessment of Corrective Measures and Corrective Action Plan to address the impacted groundwater, selecting groundwater pump-and-treat as the most appropriate remedial strategy. Using the results of a 72-hour pump test, our team designed the pump-and-treat system, which included direct discharge to the city sewer system. In addition, we coordinated critical meetings with SCDES staff and led the highly-attended Assessment of Corrective Measures public meeting.
Convenience Center Permitting, Design, & Construction
LaBella was selected by York County to design, permit, bid, and provide construction administration and construction quality assurance for the new Fort Mill Convenience Center.
The convenience center was situated on a 4.5-acre parcel that also contained two vacant houses with water wells, overhead power lines and poles, and wetlands. To proceed with the project, LaBella first coordinated the demolition of the houses, abandonment of the wells, removal of the powerlines (in coordination with Duke Energy), and the delineation and mitigation of wetlands. During the demolition of the houses, asbestos and impacted soils were encountered that had to be properly disposed of. A potable water well and lighting were also installed.
The project was then initiated with a geotechnical investigation, which indicated challenging site conditions later addressed during the design process. Our teaming partner, Palmetto Environmental Consulting, Inc., worked with the United States Army Corp. of Engineers to obtain a Jurisdictional Determination and Nationwide Permit to disturb a portion of wetlands found. Our team also prepared conceptual site layouts that met the client’s needs, while addressing the site conditions, zoning requirements and restrictions, and protected wetland areas. Additionally, we prepared the Site Plan and worked with York County Planning & Development for site plan drawing approval.
LaBella prepared a construction stormwater pollution prevention plan (SWPPP) that was also approved by York County and the SCDES. Once the site was permitted and the site layout and SWPPP were approved, LaBella prepared a bid package, with the award going to Leitner Construction Company. The construction phase implemented a geotechnical site repair plan to improve site conditions, and construction of the site was completed in 2019.
