Frank A. Filiciotto, PE, and Starke Hipp, PE, Earn PTOE Certifications

Please join us in congratulating Associate Vice President and Principal Traffic Engineer Frank A. Filiciotto, PE, (pictured left) and Senior Traffic Engineer Starke Hipp, PE, (pictured right) on earning their Professional Traffic Operations Engineer (PTOE) certifications!

Based in LaBella’s office in Poughkeepsie, New York, Frank is a licensed professional engineer in multiple states with 22 years of experience in transportation planning and traffic engineering. His expertise includes traffic operations, traffic modeling and simulation, intersection and signal design, traffic calming and complete streets design, and parking analysis. Frank has also authored over 1,000 traffic impact and parking utilization studies and has presented to numerous municipal and community land use boards.

Starke has 10 years of experience in transportation and traffic engineering. Based in White Plains, New York, he oversees projects involving traffic engineering, highway design, signal design, and site design, with a focus on traffic calming, pedestrian safety countermeasures, speed limit reduction, and parking utilization.

The PTOE certification is “a powerful demonstration of requisite knowledge, skill, and ability in the specialized application of traffic operations engineering,” according to the Transportation Professional Certification Board, Inc. With this certification, Frank and Starke are equipped to analyze, design, and implement effective traffic operations strategies that enhance mobility, efficiency, and safety for all road users.
