Jennifer Vaughn Joins Water and Sewer Infrastructure Funding Panel at Inaugural New York Association of Towns’ Legislative Conference

LaBella Senior Civil Engineer Jennifer Vaughn, EIT, will participate in a panel discussion at the New York Association of Towns’ Legislative Conference, held September 22-23, 2026, in Albany, New York. The inaugural conference will feature training sessions, collaborative workshops, and task groups focused on emerging issues and potential legislative solutions to challenges facing New York communities.

On Wednesday, September 23, at 11:00 a.m., Jennifer will join Jenny Ingrao-Aman of the New York Section American Water Works Association, Town of Niskayuna Supervisor Erin Cassidy-Dorion, and Mark Koester of Koester Associates for a discussion titled “Water Infrastructure Policy for Towns: Funding, Mandates, and Legislative Priorities.”

The panel will bring together advocates, state officials, and town leaders to discuss the Safe Water Action Program (SWAP), a proposed dedicated fund modeled on the Consolidated Local Street and Highway Improvement Program (CHIPS) that would provide New York municipalities with predictable financial resources for water and sewer infrastructure. Panelists will explore what a fully funded SWAP could mean for town budgets, how local officials can advocate for water infrastructure investment amid competing state funding priorities, and practical strategies for navigating existing funding opportunities.
