


NYPA Lewiston Pump Generating Plant – Concrete Dam Face Rehabilitation
Advancing the Rehabilitation of a Critical Niagara River Power Asset
The New York Power Authority (NYPA) Lewiston Pump Generating Plant (LPGP) is a critical component of New York State’s power infrastructure. Located along the Niagara River in Lewiston, New York, the facility plays a key role in balancing regional energy supply and demand.
The LPGP dam structure consists of a reinforced concrete face system, including a 300-foot-long north core wall, twelve unit blocks, and two service blocks, with expansion joints between each section.
During a visual inspection, NYPA identified widespread signs of deterioration along the downstream face of the dam, including efflorescence, cracking, spalling, and areas of concrete delamination, along with active water leakage through joints and fractures.
Investigation & Assessment
LaBella was retained in 2023 to perform a comprehensive field investigation and condition assessment of the structure. This effort included detailed documentation of deterioration, quantity takeoffs, and evaluation of underlying causes. LaBella delivered a Conditions Assessment Findings and Recommendations Report in June 2024, which outlined repair priorities, conceptual rehabilitation approaches, water leakage mitigation strategies, and an engineer’s opinion of probable construction cost.
Design & Construction
Building on this assessment, LaBella is advancing the project into final design. Services include preparation of construction drawings and technical specifications, supporting design calculations, and an updated cost estimate, culminating in a complete Issued for Construction (IFC) package.
During construction, LaBella will provide full construction administration and field engineering support, including submittal and RFI management, design change documentation, and preparation of closeout materials and record drawings in accordance with NYPA standards.
