





Village of Attica Dam Options Analysis
Guiding Critical Decisions for Attica’s Dam System and Water Supply
The Village of Attica’s drinking water system relies on a series of three dams—Upper, Middle, and Lower—along Crow Creek. Water flows from Upper to Middle Dam, which serves as the Village’s primary supply, while Lower Dam, once used for industrial purposes, is no longer essential to operations.
Following routine inspections by New York State Department of Environmental Conservation (NYSDEC) that identified deficiencies at all three structures, the Village retained LaBella to evaluate existing conditions and develop a path forward.
Building on prior assessments, our team prepared a comprehensive Options Analysis Report focused on key decision points, including:
- Removal versus repair of Lower Dam;
- Improved access to Middle Dam; and
- Targeted short-term repairs at Upper Dam.
LaBella collaborated closely with Village stakeholders to review historical data, assess current conditions, and develop practical, implementable solutions.
We advanced immediate progress by preparing engineering specifications for priority repairs at Upper Dam, enabling the Village to address critical needs without delay. In parallel, we guided the NYSDEC permitting process and ensured all recommendations aligned with regulatory requirements.
To support long-term planning, LaBella also delivered a comparative evaluation of alternatives for Lower Dam, including cost, schedule, and potential future uses, along with identification of applicable grant funding opportunities.
Through this phased and strategic approach, the Village is now positioned to make informed decisions, demonstrate measurable progress to NYSDEC, and advance toward long-term dam safety and regulatory compliance.
