Comprehensive Assessment Strengthens Safety of Fredonia’s Critical Water Supply Dam

The Village of Fredonia’s drinking water system relies on a reservoir and dam capable of storing approximately 1,000 acre-feet of water. As a New York State-regulated High Hazard Class C structure, the dam is subject to the requirements of 6 NYCRR Part 673.13, which mandates periodic Engineering Assessment Reports to evaluate safety and compliance.

LaBella was retained to complete an updated Engineering Assessment for the Fredonia Reservoir, providing a comprehensive evaluation of the dam’s condition and performance.

Our work began with a detailed field investigation, supported by a thorough review of historical geotechnical data, including boring logs, reports, and previous analyses.

We performed embankment stability, seepage, and liquefaction evaluations to assess structural integrity under a range of loading conditions. Our team also reviewed existing hydrologic and hydraulic analyses, along with inundation mapping. To verify compliance with current regulatory standards, we conducted spillway capacity calculations and drawdown capability assessments.

As part of this effort, LaBella also updated the Village’s Emergency Action Plan and Inspection and Maintenance Plan to reflect current conditions and best practices.

The final signed and sealed Engineering Assessment Report, delivered in December 2022, provides the Village with a clear understanding of system performance and a roadmap for maintaining compliance and ensuring the continued safety and reliability of this critical water supply infrastructure.
