Village of Cobleskill Mill Creek & Unnamed Tributary Study

Flooding has long been a challenge for the Village of Cobleskill, particularly along Mill Creek, which flows through the heart of the Village, and the unnamed Barnerville Tributary, which runs through an area experiencing significant development. To better understand these risks and plan for the future, the Village retained LaBella to conduct a comprehensive flood resiliency study focused on identifying vulnerable areas and exploring nature-based solutions.

LaBella began by looking to the past to better understand the future. The team reviewed historical aerial photography, storm events, and accounts of past flooding, along with current and projected precipitation and streamflow data. This information helped establish a clearer picture of how flooding has affected the Village and how those risks could change over time.

LaBella then developed and calibrated flood models for Mill Creek and the Barnerville Tributary to evaluate current and future flood conditions. The results helped identify opportunities to reduce flood impacts while working with the natural characteristics of the watersheds.

In collaboration with the Village and the Schoharie County Soil and Water Conservation District, LaBella evaluated potential improvements, including expanded floodplain areas, larger bridges and culverts, flood overflow areas, and channel protection. The team identified priority projects that offered the greatest potential to improve flood resilience across the two watersheds.

LaBella advanced the priority projects to the conceptual design stage, developing preliminary grading plans, anticipated flood mitigation benefits, and cost estimates. The concepts were developed with future grant funding in mind, giving the Village a strong foundation to pursue funding and move projects toward implementation.

The study culminated in a final engineering report delivered to the Village in December 2025, providing clear recommendations and a prioritized path forward. Completed on time and within budget, the project gives Cobleskill the tools to take meaningful steps toward reducing flood risk and creating a more resilient community.
